Child Allowance (児童手当, jido teate)
Children from 0 years old until the age of finishing junior high school* meet the requirements.
*Until the first March 31 after becoming 15 years old
- Allowance Amount
The amount of the allowance paid per child is as below.

*The income limit varies depending on the number of family dependents and various deductions. |
- Payment Period and Method
The child allowance payment will be made 3 times per year (June, October, and February). Payment amounts are for the 4-month period prior to the month of payment. Payments will be made directly to the bank account of the person raising the child.

- Notification of Current Status (現況届, genkyou todoke)
At the beginning of June, all recipients of the child allowance will be sent a Current Status Report Notification Form. Please submit this form before mid-June to confirm child care and income conditions; otherwise, you will no longer be able to receive the allowances.
- How to Apply
Please take the documents above-listed to the Child Welfare Division (City Hall Main Office in Tomobe) or the nearest Welfare Division (Kasama or Iwama Branch) to submit your application. Note that civil servants can apply at their workplace.
In principle, the allowance will be paid from the month following the date of application, so please complete the procedures as soon as possible.
- What to bring:
- Your personal seal (印鑑, inkan)
- A document showing both your name and bank account number (such as your bankbook 通帳, tsuuchou)
- Photocopy of the applicant's Health Insurance Certificate (保険証, hokenshou) – Only for people enrolled in the Employees' Pension Insurance system (厚生年金, kousei nenkin) or Mutual Aid Associations (共済組合, kyousai kumiai)
- Individual Number of an applicant or a spouse: My Number Card (個人番号カード, kojin bango kādo) or My Number Notification Card (通知カード, tsuuchikādo)
※You may be asked to submit other documents later if necessary.
- When to Apply
● When you move to a new city
● When you begin receiving more allowances (ex. After having a baby, etc.)
● When you begin receiving fewer allowances (ex. Your child becomes too old, etc.)
● When the person receiving the allowances changes (Conditions may apply)
● When you change bank accounts, etc. (Only the recipient may change their own information)
● When your address changes (specifically, when you and your child’s address become separate, or if they are currently separate and become the same address. This is common for people who work away from home.)
● When you become a civil servant
Child-Rearing Allowance (児童扶養手当, jidou fuyou teate)
When either the father or mother raising a child under the age of 18* no longer lives with the child for one of the following reasons (in other words, is raising a child alone), the respective parent or guardian taking care of the child can apply for the allowance.
The allowance is mainly received by a parent, raising a child alone or in similar circumstances (ex. Disability of one parent, etc.). It is also can be granted to a guardian (grandparent, etc.)
*Until March 31 after turning 18. For children with disabilities, until turning 20.
- General Circumstances:
- Divorce
- The father or mother passes away (and Bereaved Family Compensation (遺族補償, izoku hoshou) is lower)
- The father or mother becomes severely disabled (and disability allowance additional benefits for dependent children (障害基礎年金の子の加算, shougai kihon nenkin no ko no kasan) are lower)
- The father or mother cannot be confirmed to be dead or alive
- The father or mother has not returned in over a year (A parent lives separately from the child due to work, etc.)
- When the father or mother spends more than a year in prison or detainment
- The child is born outside of marriage.
- The father is unknown.
※In a situation where there are two caretakers of a child but no Marriage Certificate has been submitted, an allowance will not be granted.
※Your eligibility for receiving this payment will be determined upon submitting an application. Submitting an application does not guarantee that the allowance will be granted.
- Allowance Amount
If the combined income of the recipient and any family members living with them exceeds a certain amount, part or all of the allowance may be withheld. The monthly amount paid for one child is between ¥10,180-¥43,160. For two or more children, the amount is between ¥5,100-¥10,190 for the second child, and between ¥3,060-¥6,110 per child from the third child onwards.
For recipients who do not intend to work and have received allowances for more than 5 years, payment amounts may be cut in half.
- Payment Period
The amount for the previous month will be paid on the 11th day of every odd-numbered month (or the preceding business day if the 11th is a holiday).
- Notification of Current Status (現況届, genkyou todoke)
A notification will be sent to everyone who qualifies for the allowances (even those who have stopped receiving payments) asking for an update on your current status. If you wish to apply for an allowance, you must resubmit the notification every year in August. If you do not submit a notification, you will not receive any allowance starting after November.
- How to Apply
Please complete and submit all paperwork to the Child Welfare Division (Main Office) or the Welfare Division (Kasama / Iwama Regional Branch). All applicants must apply in person. When applying, someone will determine whether or not you qualify for the allowance, followed by an explanation regarding other important information pertaining to the allowance. All allowances are paid the month after you apply, so please apply well in advance.
