Birth Notification (出生届, shusshou todoke)
When a child is born, a birth notification must be filed with the local municipal administrative office within 14 days from the birth, regardless of the child's nationality. You are advised to decide the child's name and prepare necessary documents beforehand.
When your child is born in Japan, please report it to your home country as well. If neither parent has Japanese nationality, your child cannot obtain Japanese nationality even if your child was born in Japan. Detailed procedures must be enquired at the embassy or consulate of your home country. (Please check the CLAIR Multilingual Living Information)
- When: Within 14 days from the birth (including the date of birth)
- Who (Submitter): One or both parents of the child
- Where: The city hall located where the child was born or located at one of the parent's registered domicile (本籍, honseki)
- What to bring:
1. Birth Certificate (出生証明書, shusshou shoumeisho), issued at the hospital where your child was born.
2. Your personal seal (印鑑, inkan). If you do not have a seal, a signature will be accepted.
3. Mother and Child Health Handbook (母子健康手帳, boshi kenkou techou)
4. Health Insurance Certificate (保険証, hokenshou)
5. Personal I.D.: Residence Card (在留カード, zairyuu kādo), My Number Card (個人番号カード, kojin bango kādo), etc.

Notification of Low Birth Weight
Notification of Low Birth Weight (低体重児出生届, teitaijuuji shusshou todoke)
If your newborn baby weighs less than 2,500g, you are required to report it. Please fill out and submit the Notification of Low Birth Weight (低体重児出生届, teitaijuuji shusshou todoke) at the time you receive your Mother and Child Health Handbook.

Premature Infant Financial Aid
Premature Infant Financial Aid (未熟児養育医療給付, mijukuji youiku iryou kyuufu)
The city helps pay medical expenses that premature babies need for hospitalization care being received at designated nursing medical institutions. The amount that you pay will be calculated according to your household's income tax.
- Eligibility: Infants under 1 year old registered as residents of Kasama City and who were confirmed to need treatment as they had one of the following symptoms immediately after birth:
- Birth weight of 2,000g or less
- Less vitality than normal

Lump-sum Allowance for Childbirth and Childcare
Lump-sum Allowance for Childbirth and Childcare (出産育児一時金, shussan ikuji ichijikin)
In Japan, childbirth is not covered by health insurance. However, Kasama citizens who are enrolled in National Health Insurance (NHI) are eligible to receive ¥420,000.
※If childbirth took place at a hospital that is not enrolled in the Obstetric Compensation System (産科医療補償制, sanka iryou hoshou seido), you will only receive ¥404,000.
- When to apply: After childbirth
- What to bring:
1. Health Insurance Certificate (保険証, hokensho)
2. Receipts (領収書, ryoushousho) or invoices (請求書, seikyuusho) issued by the hospital, etc.
※If you are enrolled in Employee Health Insurance, please contact your employer or the Ibaraki Branch of the Japan Health Insurance Association (Tel. 029-303-1500)

After Childbirth Care Services (産後ケア事業, sango kea jigyou)
The "Mirai" Comprehensive Childcare Support Center offers nursing and other guidance through specialized facilities to help new mothers feel less anxious about caring for their newborn baby (fees apply).
Subsidies for Infant Health Checkups

Part of the cost of health checkups performed at a medical institution between 3-6 months and 9-11 months of age will be covered.

Subsidy for Newborn Hearing Test (新生児聴覚検査の助成, shinseiji choukaku kensa no josei)
Part of the expenses will be covered for a newborn first hearing screening, as well as for the second test if the first one has failed to give a clear result.

Home Visit (家庭訪問, katei houmon)
In order to help a family raise their child, a public health nurse will visit their home and offer advice on raising a child. Nurses will also offer guidance on health checkups and vaccinations, as well as perform in-home physical checkups.

Public health nurses will visit your home to supply advice on childrearing and the growth and development of your newborn baby until 2 months of age.

The following consultations on general childcare available by appointment:
- Growth checkup based on child's age (年齢に応じたお子さんの発育状況のチェック, nenrei ni oojita okosan no hatsuiku joukyou no chekku)
- Internal/dental examination (内科・歯科健診, naika/shika kenshin)
- Dietary/dental health advice (食事や歯の健康相談, shokuji ya ha no keinkou soudan)
- Childcare advice (育児相談, ikuji soudan)
