The Residence Registration (住民登録, jumin toroku) is part of a registry that tracks the basic information of all Japan’s residents. You must register your residence to receive various government services, e.g. National Health Insurance, pension, etc.
If you stay in Japan longer than 3 months (residence card holder), you must register your residence at your municipality (Kasama City Hall if you stay in Kasama City). If you change your address, you must notify your municipality.
After registering as a resident, the municipal office can make a Residence Certificate (住民票, juminhyo) for you. The Residence Certificate contains your name, address, date of birth, and residence permit type (residence status in Japan), and can prove where you and your family live.
The individual moving or their household member may file notifications listed below. A letter of attorney is required if a notifier doesn't belong to the same household.
Moving-in Notification (転入届, tennyu todoke)
When you move in to Kasama City from abroad
Submission period:
Within 14 days after moving to Kasama City
What to bring (documents of all persons moving in):
- Residence Card (在留カード, zairyu kado)
- Passport
When you move in to Kasama City from another municipality
Submission period:
Within 14 days after moving to Kasama City
What to bring (documents of all persons moving in):
- Residence Card (在留カード, zairyu kado)
- Passport
- Moving-Out Certificate (転出証明書, tenshutsu shomeisho) from your former municipality
!If you were enrolled in National Health Insurance (国民健康保険証, kokumin kenko hoken) in your previous municipality, please join NHI at the Health Insurance & Pension Division.
Moving-out Notification (転出届, tenshutsu todoke)
You must submit a Moving-out Notification when moving out from Kasama City (including moving to another country).
After submitting the notification, you will receive a Moving-Out Certificate (転出証明書, tenshutsu shomeisho), which you must submit to your new municipality in Japan.
※The certificate will not be issued if you are moving out of the country.

- Residence Card (在留カード, zairyu kado)
- National Health Insurance Certificate* (国民健康保険証, kokumin kenko hokensho) *for those enrolled
- Personal Seal Registration Card* (印鑑登録証, inkan torokusho) *if you have registered your seal
Address Change Notification (転居届, tenkyo todoke)
You must submit an Address Change Notification when moving to a new address within Kasama City.
Submission period:
Within 14 days after moving to your new address
What to bring (documents of all persons changing address):
- Residence card (在留カード, zairyu kado)
- My Number Card (マイナンバーカード, mai namba kado) *if you have it
- National Health Insurance Certificate* (国民健康保険証, kokumin kenko hokensho) *for those enrolled
