In Response to the State of Emergency Declaration due to COVID-19 Spread
Information on Kasama City Services Changes, etc. (as of April 21, 2020)
In order to prevent further spread of the coronavirus, the government issued a state of emergency on April 16. To protect yourself and others, it is necessary to avoid the "Three Cs" - closed spaces with poorly ventilated areas, crowded places, and close-contact settings.
Therefore, the entire Kasama City Hall has reviewed the work model of its employees, and from April 20 to May 6, they will be doing distributed shifts between normal commuting and working from home.
As a result, the working environment will be reduced, which may increase wait times on the phone or at the counter. We apologize for any inconvenience this may cause and ask for your understanding and cooperation.
We ask that citizens make requests by phone, mail, or e-mail and come to the office only when necessary.

Tax Exemption System
(1) Primary insured members of the long-term care insurance system (aged 65 or older)
(2) National Health Insurance taxpayers (head of household only)
The exemption will be given to insurance members whose income has been affected (reduced) by the coronavirus infection.

Injury and Sickness Allowance for National Health Insurance Members
An Injury and sickness allowance will be paid to National Health Insurance members infected with the coronavirus.

The Consultation Counter for Utility Payments (from April 20th at Tomobe Community Center)
Consulting services regarding the payment of municipal taxes and utility bills (water services, etc.) are provided at the Tomobe Community Center.
Citizens unable to pay their bills due to coronavirus may be able to delay (defer) their municipal taxes, utility bills, and other payments.
Office hours: 9:00 a.m. to 5:00 p.m. (excluding weekends and public holidays)
Deferrable payments: Municipal and Prefectural Residential tax (individual), Municipal Residential tax (corporate), Property tax, Light Vehicle tax, National Health Insurance tax, water bill, wastewater bill, agricultural community effluent treatment facility usage bill.

Temporary Employment Opportunites (acceptance starting April 10th)
For parents who have lost their jobs and for those whose job offers have been retracted due to coronavirus, Kasama City is looking to help individuals find work by providing opportunities such as offering temporary employment as short-term municipal employees and by introducing individuals to hiring businesses within the city.
Who can apply:
1) Current and former city residents whose job offers have been retracted due to coronavirus
2) Current residents with children ages 0 years through high school who have been dismissed from work due to coronavirus
Period of employment: 3 months (renewal: possible; max. period of employment: till March 31, 2020)

Lack of Physical Activity? Stay at Home = Train at Home!
In this time when we all have to refrain from going outside, it is important to keep your body and your mind active. Such everyday actions as moving your arms and legs while watching TV, doing Japanese Radio Exercises, etc. will help protect you from losing your strength and endurance.
Use of public sports facilities, including sports grounds, has been restricted until May 6. Nevertheless, in order to relieve stress and prevent the consequences of physical inactivity, light exercises such as walking and jogging are acceptable.
In order not to cause stress to people living next to facilities, please refrain from both indoor and outdoor group activities.

Sanitizer Liquid Distribution
Due to the shortage of disinfecting products, (hypochlorous acid) disinfectant liquid will be distributed at the amount of 1 liter per person. Please bring a clean plastic bottle with you. Please note that congestion is expected before noon.

Special Cash Payments [¥100,000 Benefit]
(Excerpts from "Emergency Economic Measures for Response to COVID-19", Cabinet Decision, April 20, 2020). The content of the program will be announced as soon as they are finalized.
Special financial support: ¥100,000 per individual.
Main Points
1. Individuals who are on the basic resident register as of April 27 can apply.
2. The head of the household can send an application for all eligible household members by mail or online.
3. Submissions will be accepted within 3 months from the start of the application period.
4. Handout starts after the supplementary budget for the relevant expenses is passed by municipal governments.
The city will implement this financial support program as soon as a detailed course of action from the central government is released.
